Talcott secondary market annuities
Talcott Resolution is the former Hartford Life, sold by The Hartford in 2018 and operating today as a run-off specialist: it writes no new settlement business and exists to administer the obligations it holds. Hartford-era structured settlement annuities are Talcott's obligation, under the original contract terms.

What it means
Backed by Talcott
When a payment stream is backed by Talcott, the scheduled payments are that carrier's obligation. You are buying the right to receive those payments — transferred through a court-approved process — at a discount, not a new insurance contract, and the difference between what you pay and what you collect is your yield. Read more about the asset itself on our secondary market annuities guide.
Because the income depends on Talcott continuing to pay, the carrier's financial strength is your protection. These payment rights are not FDIC-insured and generally are not covered by a state guaranty association, so we place only top-rated carriers and show the current rating on every listing. Where a Talcott-backed stream sits against CDs, Treasuries, and new annuities is laid out on our comparison page.
The company
A brief history
The structured settlement annuities behind Talcott-backed streams were written by Hartford Life and its affiliates — in the earliest era under the ITT Hartford name, before Hartford separated from ITT in 1995. In 2018, The Hartford sold its life and annuity run-off business, roughly $2 billion in sale value and tens of billions in assumed reserves, to an investor group led by Cornell Capital; the business was renamed Talcott Resolution.
Talcott is a closed-block operator: it writes no new structured settlement business and its purpose is to administer the obligations it holds. Hartford-era policy numbers remain valid and contract terms are unchanged — the entity owing the payments simply carries the Talcott name today.
For an investor, a Talcott-backed stream is an obligation of a company whose entire business is meeting schedules exactly like the one being purchased. The listing shows the exact Talcott entity and its current rating as of the listing date.
