Why we exist

Pacific Structured Assets was founded in 2011, in the aftermath of the financial crisis, on a simple observation: some of the steadiest, highest-quality fixed-income assets were specialized and hard for an individual to reach, while most people were left with whatever a retail broker chose to sell them. Secondary market annuities (court-approved, factored structured settlement payments from top-rated carriers) were rarely offered through a traditional brokerage menu.

We set out to change that. PSA sources these payment streams, reviews them in-house, and offers them directly to individual investors at secondary-market pricing. When you buy through us, you are stepping into an existing obligation of a highly rated insurer, with the schedule and total scheduled payments fixed the day you purchase.

Most of the streams we place are originated by our sister company, Catalina Structured Funding, an established structured settlement funder. That gives us control of the asset from origination through court approval, and we underwrite every file ourselves rather than reselling paper we have not examined. When we place a stream from another originator we have a relationship with, it clears the same standard first. Our job is simply to make these payment streams understandable and available to individual investors, direct.

Nearly two decades later, the mission is unchanged: give individual investors a straightforward way to buy scheduled, court-approved income payments, with clear terms on every purchase and the paperwork handled properly before a stream ever reaches inventory.

Three principles guide how we source, price, and place every deal.

Clear terms before you decide
Every listing shows its estimated yield, purchase price, total scheduled payments, weighted average life, issuing carrier, and full payment schedule before you commit a dollar. No teaser rates, no surprises at closing. You see exactly what you are buying and who stands behind it.
Court-approved quality
We place only payment streams that transfer under a court order, reviewed against the applicable Structured Settlement Protection Act. The assignment is a matter of public record, not a private handshake. Quality of the underlying obligation comes before volume.
Investor-first
Inventory is unique and moves first-come, first-served, so we do not play favorites or run auctions against you. Registered investors see the full payment schedule and available pricing on every option, because you deserve the complete picture before you decide.

Greg Saber

Principal

Greg Saber has spent his career on the court-approval side of the structured settlement market, the discipline that makes Pacific Structured Assets' inventory sound. An attorney and a graduate of George Washington University Law School, licensed in seven states and the District of Columbia, he began by representing structured settlement companies in court and went on to a senior role at Seneca One Finance, one of the largest structured settlement companies in the country, where he oversaw complete transaction lifecycles and appeared before judges in dozens of jurisdictions. He co-founded PSA's affiliated originator, Catalina Structured Funding, where he remains hands-on with court presentations, case filings, and transaction structure — the goal being deals approved on the first pass. That same standard stands behind every stream PSA places: the court order, the assignment, and the transaction structure are examined by people who have petitioned these transfers for years, not handed to an outside vendor.

Evan Chait

Senior Vice President, Operations

Evan Chait runs the day-to-day operations behind Pacific Structured Assets and its affiliated originator, Catalina Structured Funding. Every transaction that moves through the companies — a structured settlement payment stream, an assigned annuity, or a lottery payment purchase — goes through his team, which handles transaction processing and documentation, regulatory compliance, due diligence and quality control, and court-filing coordination. An attorney and a graduate of Loyola Law School of Los Angeles, where he was an editor of the Loyola of Los Angeles Law Review, and licensed in seven states, Evan has reviewed thousands of disclosure statements and court filings across jurisdictions where each state maintains its own version of the Structured Settlement Protection Act, with its own filing rules and judicial standards. His team reviews all documentation before it is released and coordinates directly with the courts — the meticulous end of the process that keeps a purchase from stalling, and the reason the paperwork behind every listed stream has been checked before it reaches inventory.

Connor Whitman

Investor Relations Liaison

Connor Whitman is the person most investors deal with directly. He has spent more than ten years at Pacific Structured Assets and serves as its investor relations liaison, the point of contact from a first question through a funded purchase. A graduate of Occidental College in Los Angeles, Connor explains how a listing works and points you to the carrier, rating, payment schedule, and court status shown on every deal, then coordinates the mechanics of reserving and funding a stream you have chosen. He can also connect you with the custodians other investors have used to hold a payment stream in a self-directed IRA. Connor does not provide investment, tax, or legal advice and does not recommend any particular stream; those decisions are yours to make with your own advisors.
